What is a PPV?
PPV, a Public-Private Venture, is a partnership between the Marine Corps and a private
company. The private company (typically a limited liability company) builds, renovates,
maintains, and manages family housing communities. Under PPV, the Marine signs a lease and
makes monthly payments through an allotment equal to BAH. BAH covers rent and normal
utility usage. PPV is designed to be a zero out-of-pocket expense for the service member.
Why PPV?
The Marine Corps has difficulty providing service members with high-quality housing
because of constrained budgets, aging housing units, and maintenance backlog. Through the
public-private partnership, the Marine Corps will be able to renovate and construct homes
faster. Private companies can get construction loans based on the expected rental income
from the Marines BAH. This reduces the up-front cost to the Corps of fixing housing.
The private companies are also required to set aside funds for short- and long-term
renovation of homes, which will ultimately ensure homes remain in good condition over the
life of the projects.
