The mission of the Recycling Program, Marine Corps
Base, Camp Pendleton is to satisfy mandates promulgated by the Commandant of the
Marine Corps, Department of the Navy, and the Federal Government by implementing
an effective waste reduction program and developing a model education and
public information program.
VISION
Marine Corps Base, Camp Pendleton is
faced with the problem of waste disposal. Landfills are at capacity and
communities are being faced with a shortage of landfill sites. Our Recycling
Program gives everyone the opportunity to preserve the environment and to comply
with BO 6280.5A. By recycling, MCB Camp Pendleton will conserve energy,
natural resources, and landfill space.
EXECUTIVE SUMMARY
MCB Camp Pendleton can be viewed as a
self-contained city. The Base is supported by its own industry, warehouses,
freight, retail, hospital, clinics, recreational facilities, restaurants, etc.
The Base also supports a total of approximately 7,000 single-family and
multi-family residential housing units. Encompassing approximately 125,000
acres, MCB Camp Pendleton's waste stream is substantial, justifying the
existence of it's own landfills. The same environmental regulations imposed on
municipalities throughout the nation also restrict irresponsible waste disposal
practices and mandate diversion goals.
The DoN has set an aggressive self-imposed waste
diversion goal. MCB Camp Pendleton has also set its sights high and has vowed to
mount a source reduction and recycling effort that will be a model for the
military. The Base faces many challenges in attempting to modify individuals'
habits. As with most jurisdiction, the Base does not have unlimited resources
for landfill activities, and fines can be incurred for not meeting Federal,
State and municipal diversion mandates. In their favor, the military can and
does impose conformance standards upon its resident body beyond the abilities of
other government entities. And with the resources available to the Recycling
Manager to produce high quality information and educational support, the
possibility for success is enhanced.
Installation Managers will benefit from a solid
waste management plan. The plan will show the composition and sources of solid
waste. Installation Managers will be in a position to target items which are easy
to recycle or remove from the solid waste stream. By diverting waste paper,
cardboard, aluminum cans, scrap metals, waste tires, wood, glass bottles/jars
and plastics to recycling centers, Camp Pendleton can reduce the amount of solid
waste going to our landfill.

to waste stream reduction and diversion compliance. This commitment not only
covers strict compliance with all applicable legal requirements, but also
includes our responsibility as good citizens to protect and enhance our
environment and natural resources.
MCB Camp Pendleton's integrated
approach to waste reduction management requires the development of lines of
communications and public awareness that will lead to mutual understanding of
recycling issues and improve problem solving. Public out-reach is necessary for

The installation should inform the
public of our successes and of our problems in an open, cooperative manner.
Installation Commanders and their staffs need to work with waste stream
generators in order to resolve contentious issues to the satisfaction of all
concerned.
